Professional competence of specialists of border agencies in the republic of India: actual measurements

Abstract

The article concerns the definition of notion professional military competence of border guards in the Republic of India. We have defined professional competence of experts in border agencies in the Republic of India as a combination of professional knowledge, abilities, skills and attitudes which ensure efficient execution of professional activities at the particular state border sector designated to the certain border agency regarding the specific character of state border protection.

On the basis of analysis of scientific and pedagogical literature, considering the peculiarities of state border protection in the Republic of India, we have outlined structural components of professional competence of border guards in the Republic of India. They are the following: coordinating and purpose-oriented, organization and pedagogical, resultative, conceptual, motivation and orientational, operation and activity, appraisal and reflexive.

Taking into consideration that professional competence of border guards is a phenomenon that can be measured, the author has distinguished two groups of criteria of professional competence of border guards in the Republic of India. Objective criteria are indirectly connected with border guards’ training but have some influence on final result. They are as follows: coordinating and target, organization and pedagogical, appraisal and resultative. Subjective criteria are directly concern activity of students; and they include cognitive, axiological, educational and professional, agency-specific and behavioral, appraisal-reflexive ones.

Moreover, in the article there have been recognized four levels (high, sufficient, average, and low) of formation of professional competence of border guards in the Republic of India and indices determining each level.
