Abstract

The informal practices in the functioning of the domestic presidency during 1991 – 2014 are examined in the article. The author clarifies the main essential characteristics and features of informal politics as a separate independent phenomenon: non-publicity, illegality, functioning outside the legislative field, particularity, traditionalism, functionality and rationality. The preconditions of formation of informal practices in Ukrainian reality on the background of a hybrid type of political regime and the processes of deinstitutionalization and deformalization are studied.

The influence of informal space on the course of political processes, the role and place of the phenomena of corruption, nepotism, patronage and client network, and the shadow market are analyzed on the example of the activity of domestic presidents of this period. The author draws attention to the tendency of gradual expansion of informal practices in the functioning of the institution of the Presidency of Ukraine in the period under study, which correlates with the specifics of the transformation of the political system of the country.
