Theoretical and methodological bases of the monitoring of the university quality education

Modern economic and social relations need to find new ways of solving the problem of objective evaluation of the quality of education. One of the goals of the European Union in education is to improve the quality of the educational systems of the member states. In Ukraine, there is no rampant system for monitoring the quality of education. This does not allow a correct assessment of the quality of national education. And this is important. Because the successful development of Ukrainian education will depend on the creation and implementation of a quality monitoring system. The article presents a modern interpretation of the essence of monitoring the quality of university education. The attention is paid to the providing of quality assurance and systematic approach to the provideing of quality in educational activities.
The purpose of the publication is the description of the leading components of monitoring the quality of providing educational services by higher educational establishments, revealing their role and importance in the formation of a complete education system of the country. The authors appeal to the problem of the content and the structuring of monitoring the quality of education, determine its structure as a mixture of complex subjective and objective system, which is under the influence of socio-economic reality. The main components of monitoring the quality of education are described, their role and meaning in the forming of a total system of teaching and educational work of a modern establishment of higher education are examined. On the basis of content analysis of scientific sources there is indicated the need for the development of monitoring studies, forming of erudition, competence and culture of their organization and conduction. The attention is focused on that the specific feature of monitoring the quality of university education is that it is a structurally complicated and dynamically unstable system that expands with the development of society and the achievements of society.
