Theoretical foundations of lobbying as a form of the democratic process

Abstract

The article systematizes and critically comprehends the theoretical foundations of lobbying and substantiates the democratic nature of this institute. The content of the concept of lobbying - as a phenomenon and process, in broad and narrow meanings - is analyzed. On the basis of the study of the historical development of lobbying, the main disadvantages of that phenomenon have been identified and the possibility of their elimination through institutionalization. The reasons for the legal legitimation of lobbying and the mechanisms of its implementation have been clarified. The effectiveness of the influence of the lobbying institute on governmental decisions has been proved. It is concluded that the institute of lobbying as a form of the modern democratic process is inalienable.
