DIGITAL MECHANISMS OF PUBLIC ADMINISTRATION FOR THE FORMATION OF A UNIFIED HUMANITARIAN SPACE OF UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION

The article examines the theoretical and practical foundations of digital mechanisms of public administration for the formation of a unified humanitarian space of Ukraine in the context of European integration. It substantiates that the digital transformation of the humanitarian sector is one of the key drivers for enhancing the effectiveness of public administration, strengthening national identity, fostering social cohesion, and increasing the resilience of the state in the face of military and hybrid threats. The study defines the unified humanitarian space as an integrated system of social relations encompassing education, science, culture, information activities, language policy, national memory, civic education, and the creative industries. It demonstrates that the effective functioning of the humanitarian sector requires the implementation of modern digital governance mechanisms integrating regulatory and legal, institutional, organizational, information and communication, analytical, and financial instruments of public administration. Particular attention is paid to ensuring the interoperability of public information systems, the development of digital platforms, open data, electronic interaction, digital public services, and information security in accordance with European standards of digital governance. The article proposes an original conceptual model of digital mechanisms of public administration for the formation of a unified humanitarian space of Ukraine, identifying the interrelationships among strategic objectives, the regulatory framework, governance actors, digital mechanisms, resource provision, the digital ecosystem of the humanitarian sector, the monitoring system, and the expected outcomes. The implementation of the proposed model is expected to enhance the effectiveness of the state's humanitarian policy, advance the digital maturity of public administration, strengthen public trust, accelerate Ukraine's European integration, and facilitate the formation of a unified humanitarian space based on democratic values, openness, inclusiveness, and a human-centred approach.
