RISK, RESILIENCE, AND FOOD SECURITY MANAGEMENT MECHANISM FOR THE AGRICULTURAL SECTOR UNDER WARTIME AND CLIMATE THREATS

The article examines the theoretical and methodological foundations for developing a risk, resilience, and food security management mechanism for the agricultural sector under wartime and climate threats. It substantiates that contemporary global challenges, including russia's full-scale military aggression against Ukraine, climate change, natural resource degradation, disruptions to logistics and supply chains, instability in global food markets, and increasing geopolitical uncertainty, necessitate a fundamental transformation of conventional approaches to public governance in the agricultural sector. The study demonstrates the need to shift from a reactive crisis-response model to a risk-based governance model founded on the principles of prevention, adaptability, institutional coordination, digital transformation, and sustainable development.
A comprehensive management mechanism is proposed, integrating public governance institutions and stakeholders, information and analytical support systems, public policy instruments, resource provision, the regulatory framework, and a performance evaluation system. The key stages of the mechanism are identified, including risk identification and analysis, assessment of the agricultural sector's vulnerability, strategic planning, implementation of management measures, monitoring, control, and continuous adjustment of public policy.
Particular attention is devoted to the application of advanced digital technologies, including geographic information systems, remote sensing, satellite monitoring, artificial intelligence, big data analytics, digital platforms, and early warning systems, as effective tools for improving risk management and strengthening the resilience of the agricultural sector. The study proves that the implementation of the proposed mechanism will enhance national food security, improve the economic, environmental, social, and institutional resilience of the agricultural sector, mitigate the adverse impacts of wartime and climate-related threats, strengthen interagency coordination, promote the sustainable development of rural areas, and facilitate the alignment of Ukraine's agricultural policy with European standards of agri-food governance.
