PROBLEMS OF INTEGRATING THE UKRAINIAN AGRICULTURAL MARKET INTO THE EUROPEAN UNION

The article is devoted to a comprehensive analysis of the problems and challenges associated with the integration of the Ukrainian agricultural market into the European space, which is one of the key goals of Ukraine’s foreign economic strategy. The relevance of the study is determined by the fact that the agricultural sector constitutes a significant share of the national GDP, is one of the leading export areas, and ensures food security both for Ukraine and for a substantial number of its partner countries. The article examines systemic barriers that hinder effective integration, including: institutional and legal inconsistencies between national agricultural policy and European standards; fragmentation and contradictions within the regulatory and legal framework; technological backwardness of a significant portion of agricultural production; limited access to financing, especially for small and medium-sized agricultural producers; underdeveloped logistics infrastructure; lack of transparency in land relations; and limited innovation potential. The study also explores the positive aspects of integration, such as expanded access to markets, increased competitiveness, acceleration of technological modernization, and adaptation to international environmental and social standards. Particular attention is given to the role of the Association Agreement between Ukraine and the EU, which provides a legal basis for the gradual harmonization of the regulatory framework, the development of trade relations, and the strengthening of Ukraine’s position in the global agricultural market. The article presents a SWOT matrix of the Ukrainian agricultural sector — outlining its strengths, weaknesses, opportunities, and threats in the context of accession to the European space. A number of practical recommendations are proposed to improve policy: enhancing the system of public administration in the agricultural sector, supporting innovative agricultural production, encouraging cooperation, and developing public-private partnerships. The results of the study can serve as a foundation for developing a national strategy to overcome the barriers of European integration in the agricultural sector, taking into account current challenges and development prospects.
