Abstract

This article analyzes the social and political factors in the development of modern local government. It is proved the need to move to a new stage of regional development, the main features of which are: political reform, modernization of the administrative-territorial structure, implementation of public policy based on
decentralization and deconcentration of powers and the principle of subsidiarity.
