CURRENT STATE OF DEVELOPMENT OF HIGHER EDUCATION INSTITUTIONS OF BORDER REGIONS OF UKRAINE

The article studies current trends in the development of higher education institutions bordering Russia. The main aspects of the functioning of higher education institutions in the conditions of a difficult security situation and economic crisis are substantiated. Priority areas for the development of the system of higher education institutions are formed. Trends in the development of the higher education sector in Ukraine are analyzed. The state of functioning of higher education institutions in the regions bordering Russia is studied, which allowed us to identify the difficulties and prospects for the development of these institutions. It is determined that despite the difficult conditions for the functioning of higher education institutions, foreign students continue to study at Ukrainian universities. The directions of transformation of higher education institutions during the post-war restoration of the state are considered, namely: the development of digital infrastructure and distance learning, since the war and the COVID-19 pandemic have demonstrated a critical need for flexible forms of learning; integration with the European educational space by deepening cooperation with international universities and scientific institutions; support for scientific research and innovation in higher education institutions based on establishing cooperation with business and industry, which will allow commercializing scientific developments and introducing them into the real sector of the economy; social responsibility and inclusiveness of education; increasing the autonomy and responsibility of higher education institutions in matters of staffing and development of educational programs; development of entrepreneurial skills and practice-oriented learning; introduction of sustainable development principles into educational programs through research in the direction of greening, which includes the introduction of energy-efficient technologies and the promotion of an ecological culture among students; interdisciplinarity and flexibility of educational programs; development of civic education and patriotic upbringing to form an active civic position and patriotism among young people; ensuring the quality of education and accreditation of educational programs by raising the standards of quality of education, which is a key direction of development.
