ECONOMIC CLUSTERING AS A TOOL FOR INNOVATION-DRIVEN DEVELOPMENT: THEORETICAL AND METHODOLOGICAL FOUNDATIONS AND UKRAINIAN REALITIES

Abstract

This article explores the contemporary theoretical and methodological foundations of economic clustering as an effective mechanism for innovation-driven development, taking into account Ukrainian realities. The research aims to substantiate conceptual approaches to clustering in the domestic economy, identify key factors in the formation of cluster systems, and develop recommendations for their practical implementation. To achieve these objectives, a suite of methods was employed: a historical–logical analysis of the evolution of cluster theory (from Marshall to Porter), a systems analysis of cluster-structure models, content analysis of domestic and international publications, comparative analysis of network and cluster formations, and expert assessments to adapt these concepts to the Ukrainian context.

The findings demonstrate that clustering unites manufacturing, scientific, educational, and governmental institutions into cohesive innovation ecosystems capable of enhancing labor productivity and investment appeal at the regional level. Based on a comparative analysis of experiences in the EU, North America, and Asia, methodological recommendations are proposed for harmonizing standards, stimulating human capital, implementing “smart integration,” and digitizing cluster platforms.

The article’s scientific novelty lies in integrating classical theoretical approaches with contemporary practical case studies to develop a classification of clusters adapted to Ukrainian conditions, refining the definition of “cluster” in the context of multi-level interaction among business, science, and government, and creating a comprehensive methodological toolkit for evaluating cluster effectiveness. The use of a polythetic approach and a criterion-based framework has enabled the design of an algorithm for identifying the “critical mass” necessary to launch cluster initiatives.

The practical significance of this work is that the proposed recommendations can be utilized by government bodies, regional administrations, and business associations to design targeted cluster-support programs, draft legal frameworks, and develop training and advisory modules for cluster management.
