У статті із застосуванням системного підходу досліджено сутність поняття “фінансові ресурси соціального страхування”, проведено аналіз формування фінансових ресурсів соціального страхування України та вплив їх структури на ефективність бюджетів цільових фондів соціального страхування, проведено оцінку ефективності бюджетів страхових фондів.
Одержали подальшого розвитку методичний інструментарій щодо оцінки ефективності функціонування системи соціального страхування України та наукові положення щодо підвищення його ефективності.
