Abstract

The strategic goal of the state’s health policy is to improve the health of the population, increase the real availability of medical care for all its strata. Preservation and improvement of health ensures more full use of the multi-faceted possibilities of a person, prolongation of the duration of active working period of his life and the rise of economically significant quality characteristics of the population. Health is perceived not so much as the ability to physically prosperous existence, as the ability to perform social and labor functions, to reproduce the set of human abilities and needs in general. The degree of development of the various abilities, creative capabilities of the individual and the fullness of their realization, the intensity and effectiveness of the life activity of the individual are not only dependent, but also, to a certain extent, derived from the state of his health.

The basis of the new modern paradigm of state policy of Ukraine in the field of health care should be laid understanding that human health is a socio-economic value, and the implementation of coordinated actions aimed at improving the health of the nation is a strategic priority of the state.

The article highlights the issues concerning state policy in the field of circulation of medicines in the health care system of Ukraine. An analysis of its current state and determined its main problems.

It was established that the state policy of Ukraine in the field of health care (which also includes the issue of circulation of medicines) is formed on the basis of appropriate international standards related to the chosen European direction of development. Such standards arise, as well as from specialized acts for the formulation of such policies.

Basic and specialized legal acts on regulating the circulation of medicinal products in Ukraine were analyzed. It is noted that an important condition for the implementation of state policy in the sphere of circulation of medicines in the health system of Ukraine is the observance of the ratio of its goals and the means used for their achievement.

The main objective of state policy in the sphere of circulation of medicines in the health care system of Ukraine as of today should be - preservation and improvement of health of all layers of the population, improvement of the quality of medicines and the effectiveness of medical care, ensuring social justice and the rights of citizens to receive it in the conditions of reform of socio-economic relations by improving organizational approaches to state policy in the field of health care.
