Some issues of improving criminal liability for intentional murders with aggravating circumstances

Some issues of improving criminal responsibility for intentional murders with aggravating circumstances are considered, taking into account the fact that some of them are committed on the basis of hatred. It is proposed to recognize as circumstances aggravating criminal responsibility, and not only for intentional murder, but also for causing bodily harm of varying degrees of severity, threatening to kill if such actions are committed out of the criminals’ hatred of other people on the basis of language, regional affiliation, sexual orientation or gender identity What is more, it is expedient to point out, when describing the proposed qualified type of the specified criminal acts, that they are committed not out of intolerance, but on the basis of hatred, which will indicate that they belong precisely to «crimes on the basis of hate».
