The article provides a comprehensive scientific and theoretical analysis of the significance and role of the International Labor Organization (ILO) in the system of sources of international labor law. The author reveals the essence of the ILO’s basic principles of universality and tripartism, focusing on the uniqueness of the tripartite representation of government structures, employers, and employees.
The system of fundamental Conventions covering freedom of association, the right to collective bargaining, the eradication of forced and child labor, and the prevention of discrimination is analyzed in detail. Particular attention is paid to priority and technical Conventions regulating issues of labor inspection and employment policy.
An important place in the work is occupied by the analysis of the practical implementation of international norms into domestic legislation. The author considers how the ratification of Conventions No. 182, No. 29 and No. 105 influenced the amendments to the Criminal Code of Ukraine, the Labor Code and the adoption of special laws on combating human trafficking and ensuring equal rights and opportunities.
The strategic aspects of Ukraine’s cooperation with the ILO are highlighted, in particular the implementation of the Decent Work Program for the period 2020-2024 and the Employment Strategy until 2030. The program is considered as a tool for achieving national priorities in the context of sustainable development and European integration. In conclusion, it is emphasized that the ILO international labor standards act as a reliable safeguard against human rights violations in the labor sphere and serve as a guideline for building a fair socio-economic system in Ukraine.
